In 2025, the Downtown Spokane Partnership (DSP) is fostering discussions on innovative and comprehensive policy solutions to urban challenges. The first Downtown Dialogue of the year will feature Seattle City Attorney Ann Davison for a conversation on the successes of Seattle’s High Utilizer Initiative.

Seattle’s High Utilizer Initiative is a collaborative effort aimed at addressing chronic misdemeanor crime by focusing on individuals frequently involved in the criminal justice system. Launched in 2022, the initiative unites law enforcement, prosecutors, service providers, and the courts to identify and manage high-utilizer offenders—those with repeated arrests for offenses such as theft, trespassing, and public disorder.

In its first year, the program has yielded promising results, including a measurable reduction in repeat offenses and improved coordination between agencies. By prioritizing intervention strategies such as case management and alternative sentencing, Seattle has seen a decline in crime in key areas, demonstrating that a focused approach to high utilizers can enhance public safety and reduce strain on local resources.

“We are excited to welcome Ann to Spokane to share how she led an innovative strategy for addressing chronic crime,” said DSP President and CEO Emilie Cameron. “As we look at best practices and examples, a similar program locally can be an important strategy to truly reduce the impact of prolific misdemeanor offenders in our community and restore an even more vibrant business center and cultural hub downtown.”

Facilitated by Journal of Business editor Linn Parish, the conversation will explore key collaborations, outcomes, and opportunities for implementation in Spokane.
