Over the past few months the DSP has been working with Council Member Waldref on developing incentives to drive development into downtown Spokane. We encourage you to explore the incentives and provide feedback and support.
Explore the incentives:
1. Create a $250,000 "Urban Utility Installation Fund" that will help pay the costs – up to $40,000 – of improving City utility service to buildings undergoing restoration.

2. Convert empty commercial buildings into mixed-use or residential developments by charging the much lower commercial rate for water. This difference could encourage large-scale downtown residential development.
