SPOKANE, WA

The Downtown Spokane Partnership (DSP), management entity of the Parking & Business Improvement District (BID) and the University District (UD), request the submission of qualifications and proposals on the housing study and economic report described herein for affecting the economic growth within the established boundaries as set forth.

The DSP/UD/BID are seeking to develop a comprehensive report that will tell a motivating story about the market in Downtown Spokane that will effectively educate and compel prospective parties to make capital investments and develop business partnerships in the downtown area.

The desired outcome is to create a document that sparks developer interest in building and redeveloping housing projects that will respond to the shortage of market rate housing and hence the mutual objectives of these organizations to enhance downtown Spokane and the University District.
