The South Downtown Supplemental Service area is bordered by the railroad viaducts on the north, Bernard Street (east sidewalk) on the east, Walnut Street (east sidewalk) on the west and 3rd Avenue (south sidewalk) on the South. This area is shown in yellow on the map above.

Who is paying for the supplemental services?

The supplemental cleaning program is funded by American Recovery Plan dollars, and awarded by Spokane City Council.

 

Why is the DSP managing the clean-up?

With nearly 30 years of experience managing supplemental municipal services within the Downtown Business Improvement District, the DSP has the operational expertise to effectively manage a cleaning contract. For this supplemental program, the DSP can adjust workloads based on available resources while also meeting all administrative and reporting requirements for future compliance.

 

What are the services that will be provided?

Litter pick up on the sidewalks and curbs.
Graffiti abatement on public facing surfaces.
Spot pressure washing while weather allows.
Snow removal from sidewalk ramps and crosswalks.
Alley clean up once per month.

 

When will teams be working?

The contract is for a six-month term starting on Monday, September 30, 2024 and continuing through till March 21, 2025. Teams will be working 8:00 AM to 4:30 PM.

 

Do the services include Ambassador patrols?

No. This supplemental program is for cleaning services only.

 

How do I request service?

Please contact the City of Spokane 3-1-1 service line, available 7:00 AM to 6:00 PM.

 

Where do I report crime?

Crime Check is the number to call for non-emergency police services. This includes reporting crimes that are no longer in process, like thefts, vandalism, or other incidents where the suspect is no longer on the scene. This is the appropriate contact for police reports that do not require an immediate response, but need to be reported so further action can be taken. For emergencies or for immediate response, always dial 9-1-1.

 

Addressing Graffiti on Buildings

The DSP will, with permission from the property owner (click here for the form), attempt to remove graffiti from buildings in the service area through power washing, chemical cleaning, or painting over the graffiti. The effectiveness of the removal method depends on factors such as weather conditions, the surface material, and the type of paint used. Please note that during winter months, weather and surface conditions may impact both the methods and effectiveness of graffiti removal

Clean Team members will continue to address litter and other clean-up necessities in the railroad viaducts.

 

What about Division and Second Avenue

The City of Spokane is contracting with a different provider to provide services to the areas impacting Second and Division. More information can be located through the City of Spokane website.

 

Does this mean that South downtown is now in the Business Improvement District?

No. This supplemental program is made possible through one-time dollars funded by the City of Spokane American Recovery Plan and will expire in March 2025
